I think all countries tax pensions, how much you pay will depend on how much you get and any allowances they will permit to offset the sum.  At the top of this page is a link to the Handy Tools section of this website; this has a section on tax matters.

US citizens do still need to file tax-returns with the IRS and depending on your circumstances, with the US state tax body.   The Czech Republic does have a with the US, so you shouldn't get taxed twice.
