You should place this question at the matriculation office of the universities you are interested in. They are independently setting their admission criteria, so there is no general answer to your question.
But if you study in English, it is reasonable to ask for suitable language certificates - and the university decides which one(s) they want to see.

The subject of English language instruction for degrees in Germany comes up pretty often here. But such a thing is really the exception and not offered many places and then usually for very specific fields although I can imagine that AI might be a likely one. But most of such degrees in Germany are offered through private rather than public universities – the difference between being 10,000+ Euros a year or tuition free. Toeic is oriented towards business communication. Toefl or ielts certificates are the standard for academic institutions but I guess one can always ask. But a Toefl certificate for example can be gotten for around 250 Euros. Is this really a huge investment in context of getting a degree?  Most public universities in Germany still let foreigners study here tuition free so if one finds such a program then the cost of a Toefl or ielts certificate would seem cheap. And a foreign student needs to have over 8000 Euros a year available for living expenses to obtain a German study visa.

It‘s been raised to EUR9000/year now. And you do need that much, just to survive!

thank you for replying actually i sent my documents to some unis and waiting for results someone told me they won't accept a toeic certificate that's why i'm asking i'm afraid that i lost some opportunities.
I was planning on studying in german and got accepted in some unis but i'm afraid it's difficult to study in german i'm used to studying in french or english that's when i got the idea of studying in english and i thought that i'm lucky to have toeic certificate (i addition to delf certificate (french) and ösd ) .

Do the university's entry regulations say that toeic is accepted. If not, then you should supply the documents they need, or apply for an exemption. Just sending something they don't ask for and hoping (or even praying) won't work!
