Okay. So what happens if the visa expires after 25 November 2023, and it's impossible to make the phone appointment given the current state of this pseudo-restructuring of SEF?...

That is only for renewals now at IRN. And even so, there have been no appointments.

A partir de 24 de Janeiro e nos 15 dias imediatamente anteriores, meaning that all visas expiring after the 24 are valid until June.
