Hi Mathias,
First of all, if you do not speak fluent Portuguese, you would not be able to attend any school in Cape Verde since all courses and instruction are provided in Portuguese, so your application to the school/university will not be accepted by them.
For foreigners who do speak Portuguese, to attend any school or university in Cape Verde, you must first enter the country on a 30-day tourist visa. After you enter the country, simply apply to the school you wish to attend. After your application has been accepted, you can then go to the Immigration department and apply for a student visa. Of course, you will have to provide proof of matriculation in the school or university, and proof that you will be able to pay the tuition and your expenses of room and board during the duration of the program.
English is not spoken here. In addition, there are very few jobs in Cape Verde and unemployment is very high even for local university graduates. The employment market is so bad, thousands of Capeverdean youth immigrate to Portugal annually to find work. So, it would be almost impossible for you to find a job here.
