It depends on his citizenship.. Canada/Pakistan..?

Assuming he's Pakistani citizen, he can approach Consulate General of Pakistan in Toronto ( ) and see if he can obtain needed documents while he's still in Canada.

If that doesn't happen, probably he will have to be in Tunis and approach the Embassy of Pakistan in Tunis ()

Yes he is Pakistani citizen. The thing is his embassy in Toronto had no information about the non-marriage certificate and an affidavit of eligibility for marriage i don't know why.

And one more question pls Tunisia can accept documents in English or it should be translated in French or Arabic?

Unfortunately that user is no more registered on expat.com

And that post was a Tunisian woman marrying a Pakistani man, who lives in Canada.

Is your circumstances similar to it..?
