Superficially life is back to normal for most people. Certainly, the roads are full of traffic, worst in the evenings when people rush home for curfew, although that won't be such a problem for you in Jinja.
However, however I do think things are more stressful than they were before lockdown. There is less money around. I have seen more people begging on the streets of Kampala. I work in tourism and I know many hundreds of people have lost their jobs. A lot of people work from home and socialising is difficult in the evenings. However, a lot of people don't care and will have house parties.
Although a lot of people do have masks, few are wearing them properly. Most people have them in their pocket or under their chins. There is very little social distancing so I would say it is up to you to try and keep safe.

We do not have the 14 day quarantine anymore. However you have to come to Uganda with a negative test and if you have coronavirus symptoms at the airport, you may be sent somewhere for extra tests and possible confinement in hospital at your cost. I will be publishing story about that this weekend.
