It's best to find groups of people with common interests.聽 The Embassies or BP are good places to start as many have groups or social clubs already established.

I've made some great new friends by seeking out people with common interests such as knitting/crafting.

Speaking of other things, sometimes online social websites can be quite useful. Lots of Azerbaijanis who speak english are there everyday. Depends on your luck though.
