hi, I'm Indra from Indonesia. I currently build a guesthouse/backpacker hotel at my place. If any expat want to join as a business partner/investor please drop me a message. The location is at Padang ( west Sumatra). A lot of expat come here to transit to Mentawai island ( one of the best island to surf in Indonesia) . The price for room here is much better than Jakarta... maybe same with Bali. Thx all..

They can't do so legally unless it's registered as a PT PMA, and that's expensive.

You can't unless it's a PT PMA or it's illegal to engage in it.
The upshot for you is the expat could be deported for illegal activity and/or you can simply sell out his share and he has no legal comeback as any contact would be illegal.

An expat can't go to court to enforce an illegal contract.

This is far too dodgy and dangerous for any expat to have anything to do with unless it's a legal company, and that means a massive investment.
