Hi, I am from Bishkek, so I can write few words about Kyrgyzstan's capital city housing situation.
Rent.
Renting in Bishkek is easy and affordable. Studio apartment (locally called as 1 room apartment) with approx footage of 35 sqm in old Soviet type blocks, with some furnishing and appliances in city center costs around 200USD/month. Monthly utility bills are: coldwater 1-2USD/month, gas - 1-2USD, power - 3-4USD (if using AC bills are higher), Internet+iTV-15USD/mon, heating - 15-20USD/mon (only winter months) elevater - 1-2 USD/mon, HOA fees (security, cleaning, repairs etc) - 5-6 USD/mon. Most of the landlords charge security deposity, normally 1 month rent fee. USD is widely accepted in Kyrgyzstan. Most expats choose city center, because of the proximity to most of the boulevards and parks, good public transportation (buses and marshrutkas), malls, universities etc.
Buying property.
Studio apartment now (2018) costs around 30 000 to 35 000 USD to buy. Buying an apartment is possible for expats, but personally don't know deeply about this issue. Property is not taxed if total area is less than 80sqm, and the property is an only possesion of a taxpayer.
