Local phone calls

Just arrived in Penang and are struggling with issues of settling into a new country.  We are confused about how to dial a local phone number.

We have a SIM card form Hotlink with number starting with 011 and then an 8-digit .  If we want to simply dial a local number, what numbers do we have to enter?  I have tried to research this online but have not been able to come up with a good answer.  Thanks for anyone who can help!

Just dial the lot but you might want to consider Whatsapp as it's essentially free calling. If WA isn't the popular free call service out there, download whatever is.

We already tried dialing all the numbers--it does't seem to work.

If in doubt put +6 in front of any local number beginning with a zero (mobile or landline).
