Finally was able to figure out how to apply, pay and receive my ECC-B via email for a temporary exit without having to visit any BI. Now I only need to produce a hard copy at the immigration gate and good to go.

For any 13a holders interested,

on the application you need to put your middle name after your first name on the first name line if thats the way it is printed on your passport and You will leave the middle name line blank.

If you place your middle name on the middle name line while your passport shows it next to your first name, it will say there is a error with the ACR numbers which actually is not true. In any event just Copy your name exactly the way your passport has it, pay the fee, wait a 30 minutes or so for a confirmation email with the Official ECC-B and make a copy.

Not sure exactly which Visa holders are able to utilize this E-service, but for 13a holders, its a option.

Hi, you can do it at the airport before you leave too. There is a counter where you can pay it.

Exactly why I did it online, in the past the staff there seemed to be more focused on there mobiles then assisting customers. Then when they got to it, they acted as if they were looking for any reason to not process an issue.

Just my experience, so Ill pass on that given the choice.
