Can an American visitor open a bank account in Philippines?

I have visited Philippines before, and have checked with several banks, but have not yet found one willing to open a bank account for me. I'm not an expat, but am a fairly regular visitor and an account would be very convenient for me so that I don't have to carry large amounts of money when I am there. Does anybody know of a bank willing to open an account for a foreigner?

Sure you can we have several different accounts in two banks here
Philippine National Bank
Bank of the Philippine Islands
Security Bank Corporation
First Agro-Industrial Rural Bank Inc. FAIR Bank
We also have Citi Bank here in Cebu City.
