hi ,i presume you would apply at the japanese embassy in manila?although聽 The Japanese government is reportedly making arrangements to make waive visas for tourists in the Philippines and other parts of Southeast Asia in an effort to attract more foreign visitors.

What you can do is go on line and have your application fill in and submit it to the embassy as soon as you provide all necessary requirements and pay the visa application may be you can check if there is a courier to pick up all your documents needed.
