If not married then need a thai person that comes with you at the local Municipality and sign to accept you at their house address, then after a while move to the actual address by asking the transfer letter that the first Municipality will issue and bring it to the new Municupality.

Or if you have a long stay rent contract already, with the copy of owners id attached at the rental contract, a copy of first and last contract pages of the contract, a copy of owbers blue book that should be attached to the contract, Power of attorney made by the owner that you used at Immigration to register by TM30, copy of your TM30 presented at Immigration and already stamped by them, copy of first page and Retirement visa page of your passport and few baht of tax fee stamps that should be obtainable directly at Municipality.

Then You can try at local Municipality registration office by yourself and request to be registered at that address and get the yellow book.

Not 100% sure but in some cases could work and be enough.

I also arranged my pink ID (non Thai resident/worker) which, despite rumors and negative comments from people that are not eligible, comes quite handy with hotels, flights bookings, any place you need passport for. Another huge advantage is that I can leave my passport at home anytimei leafe my house...it still is a legal requirement in Thailand for foreigners to ID themselves through passport.
