I call a visa service agency in regards to a tourist visa for my Vietnamese wife and daughter to visit the US. Online it states the visas are valid for 10 years. The agency said the visas for Vietnamese travelers are only valid for 1 year. Did something change?

Are you sure you aren't confusing a tourist visa with that of a spousal/dependant visa? I really would be surprised to read of a 10 year tourist visa.
