Tenant will not leave

My dad lives in Santo Domingo. He rented an apartment to a man who now owes 7 months of rent. The man has taken most of his belongings out of the apartment but has left a few big items, (bed, dresser) and keeps giving my brother the run around about when he is going to return the key and take the rest of his items.  We would love if he would pay up but it's unlikely but he has to go.  Supposedly there is a contact but I can't verify.  What recourse do we have?

Please go to the local authority.. believe it or not we have laws in DR...This loser will have to pay your dad and vacate the property I 30 days.

I think you'll find that the law in DR is very much on the renter's side and it is incredibly hard to evict, especially if you don't have a rental contract.   Definitely get a lawyer, but I think this is what they will tell you - this is why most rental contracts have clauses that say that if the person stays after x period of time, the rent increases to some crazy amount as this can be used to evict.   

The rental contract is essential at this stage, so I would do everything you can to try and see if there is one, and if you can get a copy of it.   If you do start any legal process, the first thing you'll be asked for is the rental contract.
