@1, Assuming your single permit is of "Limted" or A type, same as a renewal process. The new employer makes a request. 1st point of approval is for work authorization. Once this is approved, you can start working immediately. 2nd point of approval is "live" authorization or Annex 46. Once this is approved, you can go to the commune to get the new residence card.

@2,聽 depends on the "employer" region. For Flanders, usually the 1st step takes 2 months and second step takes a bit over a month. For Brussels and wallonia regions, i had seen both the steps being done within a month for some friends
