Brussels - loud bar/terrace

Hello,

I live in Schaerbeek and there is a bar right in front of my bedroom's window. In the summer they put tables/chairs outside and people are drinking/making noise till 1-2 AM (it's not a fancy bar so you can imagine what kind of public visits it).

Do you know if there are any noise regulations on that and what is the best way to address it (apart from talking with owner, which didn't help)?
