No, you can just get the tickets there
I went last year and bought combi-tickets for mini Europe and the Atomium. Of you are new to Brussels I'd suggest taking one of the tour busses, you can hop on and off at all the landmarks for 24 hours with the ticket and it will show you some of the more popular tourist attractions

You get the tickets form the visitor centre at the atomium, As far as I know it would be open most days during normal business hours.
Here is all the info you could possibly need and then some

You don't need any ticket, can buy them there.

I think is open every day (maybe not on monday) until 5:30PM. Metro station is Yser

You buy the tickets NOT at the Atomium (unless you want a combined ticket) but at Mini Europe.

Mini Europe is NOT at Yser metro, it is at HEYSEL metr0 line 6 or tram lines 7 and 51.
