Basically the procedure is as follows:

  1. You buy the car and the ownership is transferred with a sales contract, in front of a Public notary.
  2. Since the car is not registered, you have to take it to the Traffic Police Office /for Sofia in "Darvenitza"/, for technical inspection and registration. You cannot drive it still, so ask the seller if he could arrange a transport. That is a normal practice.
  3. Before the technical inspection and registration you must get Third Party Liability insurance.
  4. After the registration you can drive the car. Better arrange a CASCO insurance.
  5. Visit the local municipality, register the car there and pay the municipal tax.
  6. Buy a Road vignette, if you plan to drive the car outside city perimeter.

That is the whole story, more or less. :)  However, before buying the car I strongly advice on having it checked by a mechanic, so that you get an estimation of the additional costs for repairs, since it is not a new car.
