damp in Malta properties

Is there a general problem with rising damp in ground floor properties in Malta?  Or any other sort of damp?  In UK, paint blistering and peeling off walls would suggest ineffective damp proof course.  Is it any different in Malta?

Damp course rarely used here or improperly fitted. The stone is hygroscopic do always damp in winter. Use dehumidifiers to contain and eliminate damp unhealthy conditions

Whatever damp problem you had/have in the UK, it's going to be worse here.

I am no pro on this subject but my main suspicions would be leaking drain old ceramic pipes from in not your residence then the residence that live uphill from you , and when it rains the soil gets very damp under the floor sloping downhill and the limestone used in construction here does not help since they are porous and they take much longer to dry out
