I have a house in Herceg novi and had no trouble opening a bank account and now use on line banking, the staff in H Novi branch of ERSTE all speak good English and are very helpful.  I am a UK citizen.

For a non-resident bank account the only think you need is your valid passport. That's all...

Do you need to be there in person to open the bank account for non resident?

Most of the bank doesn't accept to open a bank account in remote.
