Australians studying in Norway- HELP!!

Hello I was wondering if I could please get advice from any Australians who are studying at a university in Norway.
I applied to study this year, and sent my application to Samordna Opptak. I am originally from NSW, and so sent in a copy of my HSC with my ATAR.
When I finally got a response from Samordna Opptak, they said that they did not use my ATAR to evaluate me, but rather the marks from the inividual subjects. This means that my ATAR of 97.15 was converted to a poengsum of 46......
I have tried to complain through all levels (to Samordna opptak themselves, to Nasjonal Klagenemde, to the Sivilombudsman etc.), but all have said that according to the law, if there is not a conversion table, then Samordna opptak has full power to give "individual, discretionary evaluation".
I was wondering if anyone else has had this problem, or if you have applied and come into the Norwegian system, how were your marks converted? Were they converted appropriately?
