A work permit is what it says; it authorizes a foreigner to work legally in Poland; this will take you to a web page that explains the detail.

A karta pobytu is a Polish residence card; it confirms the identity of a foreigner during his/her stay in Poland. This document, together with a valid passport, confirms the right to stay in Poland and entitles the foreigner to cross the Polish national border numerous times without the need to have a visa. this will take you to a web page that explains the detail.

It sounds like you need the latter to travel other European countries and India.

Hope this helps.
