Spouse application on D7 visa

Hi All, I have a few questions;

1. When a spouse will be coming as "Family Reunification" do you need to do anything on the application form before coming to Portugal or the spouse comes as a "tourist" and apply from within Portugal?
2. Nowhere on the list of required documents to file the application it asks for NIF or Portugese bank account.  Just proof of funds (last 6 bank statements). Is this something new?

Foreign nationals, with a valid residency permit in Portugal, are entitled to family reunification for family members residing outside Portugal.

For that purpose, prior to going to a consular post to request a residency permit for family reunification purposes, a foreign national entitled to the right for family reunification should request a concession at the Immigration and Borders Service (SEF), in favor of his/her family members (1).

As soon as a favorable decision has been taken, referred family members can lodge their visa application request for residency purposes (2).

Visa applicants receive a personal access code that allows them to follow up the process online, broken down into four stages:

Hi Johnny,

Thank you for the detailed info.  I did find the E-visa portal and registered.  Any idea if the NIF/Bank account in Portugal, and rental contract is needed for the application or it is only when you apply for the SEF interview?

I am a non EU citizen but living in the EU as a temporary resident.

According to the documents required (see links above), NIF and bank account are not part of the requirements for your spouse, but you should confirm this with SEF...
It is only mentioned there that you should take into account:
- Evidence that the applicant has adequate accommodation
- Documentary evidence of adequate subsistence means for the applicant and for the family

Sorry Johnny, I think I wasn't clear.  The NIF was for my application.  Many people stated that you must have the NIF and one year rental agreement in order to apply before coming to Portugal. 

I am trying to figure out how I can rent a place remotely but also, not knowing if/when my visa will be approved and be liable for a year's rent.  Sounds counter productive..

This was soooo helpful. I called the Washington VSF office about the processing time line.

This article helped me on submitting my wife documents to join me with SEF.  Here is where I am confused. The VSF agent stated my wife needs for file for a visa along with me.  I do not see that anywhere.  Her Visa may expire before I have SEF approved for a permit.  She wouldn't be able to go over to meet with SEF.

This timeline is what I a trying to figure out. Anyone been through this?

I'm finding the links to be rather useless and keep going in circles. Is there a link to a form I need to fill and submit to apply for family reunification? The AIMA website has questions and answers but they're clear as mud.
