Hello. yes, women can drive in Tehran and yes cover is mandatory but just cover main parts! head cover is not necessary but cover it in official places.

you don't need abaya that is very long. You should have pants with short cover(or long cover without pants) and one scarf that cover your hair. you know in this country it isn't permited women's hair are seen.
