retrieving SCE account for foreign registration

I got issue on retrieving SCE account for foreign registration. I manage to have an account however I accidentally cancel it due to changing of data. Then when I want to log in, I unable to. I did try to recover using email and mobile number, however still unsuccessful. Another option聽 is by iqama, border pass and National ID. Which I don't have yet.

Anybody can assist me? Requirements for my VISA STAMPING.
