Job pre offer

Hi expats! My Saudi husband had done an interview almost four weeks ago. They gave him a pre offer which he accepted, and told him he will recieve a proper offer, which he is still waiting for. Is it normal for a Saudi to take that long? He is very interested and he is waiting and not searching for other options. I am outside the country waiting to relocate there with our kids once is everything sorted. Thanks
