No one can stop you from coloring your hair...lol
But getting professional products can be difficult. You can try Nazih (nazih.com).They supply beauty products to salons.
I don't know where you can find Nazih store in Jubail but there are many in Dammam and Khobar.

Btw,what color you want to dye your hair?

Yes, you can. Almost all brands you can find in pharmacies.

Yes, you can color them since no one is going to see them outside anyways and what people can't see, can''t criticize ( LOL )

Ya,you can find all brands in pharmacies but box dyes are much different than professional dyes.plus you don't have much choice of colors in pharmacies or other stores.And also you don't find pre-treatment ,after treatment or color maintaining products in pharmacies.
