How can i apply and to terminate my contract and request to my transfer

Visit ministry of HR website eservices file a case against your employer mension everything there, that they are holding your iqama and salary

This is the only way

Whatever they do don't cancel the case keep it going till it is solved and inform judge when you are with him that you require your salary and release to transfer to another employer

Yah one more thing

Prepare your resignation letter and submit it to them through email or whatsapp and mention in your resignation the reasons and that you won't accept a final exist from country and you require a transfer to a new employer and mention also that if they give you final exit you will have to file a case with ministry of HR to reject final exit and they will have to pay 1000sar in order to cancel it from thier side, so you mentioned this cause you don't want them to lose more money later.
