First time heard of the 'MOI Web License'.

I don't think any approval is required to launch any www site.

I have launched many .coms and I know many who have launched .sa as well.

Just to be safe because I don't want that one day my site will be force to shut down and make a fine of 50,000 to 100,000 Sar

Then this is new information and seems applicable to saudi based sites. Otherwise who can force many other international blogging sites (like blogspot or EB etc) to get MOI License :sleep

there is no need for the license unless if you need the domain .com.sa or .net.sa in this case you need a paper form the chamber of commerce and MOI approval .... you can check any hosting company
and they will tell you everything .... if you need help with hosting companies tell me :D
