You should pay all your debts and then request for cancellation so they can not charge you any annual or renewal fee.

Snipe,

It may not be a good idea to go out of KSA on final exit with or without any outstanding balance without cancelling your credit card. Although you will be able to continue making you purchases on the balance credit limit of the credit card abroad but the only way you could pay your credit card company back will be through money transfer or Payees's cheque in Saudi Riyals which will be a problem from your home country or where ever you will be residing.

Now a days all the credit card companies/ building societies share the record of customers with bad debts throughout the world, The Interpol will probably not come chasing after you but you will certainly be denied another credit card issuance any where in the world until you have settled you previous debts.

In India and Pakistan I have seen "Private debt collector" firms chasing such customers who left a gulf country with out clearing their outstanding balance.

You will certainly not be asked at the time of your final departure at the airport to provide a proof that you have settled your Credit card account, I suggest it is in your own interest to settle and cancel your account and apply for a fresh card in your new country of residence.

All the HR departments of employers in KSA keep a copy of the "letter of introduction" they had issued at the time you opened a bank account, got a car on lease or got your credit card. It is very likely that your employer will ensure that you have closed all your liabilities amicably before your final departure!
