when to resign

Hi All
I'm working in oman and waiting for an offer from dubai,
i would like to know when i should resign offially?
is the offer letter enough or i should wait for the detailed contract signed by their HR?

but as i can go with a tourist visa; and i live in oman so very close to dubai,
do i really need to wait for the work visa?

I understand that being French you can get a visa upon arrival.

The point of waiting for the work visa is twofold. A- You are damn sure they are serious about the whole thing and they have already processed your contract with the Ministry of Labor and Dept of Immigration. and B- There is NO way they can revoke their offer/contract sent over to you without severe repercussions.
