I do not think there are any requirements for tourists who want to get married in Dubai not as much as getting the right papers and requirements from your respective embassies. I stand to be corrected though.

However, what I know is that you can marry as per your country's requirements. Most marriage ceremonies I have been here (All Christian)  are mostly done in the embassy of the choice of the spouses. That is to say many prefer to marry by arranging something at their embassies or consulates.

Some also get a venue and conduct a marriage ceremony with an official and certified person to bless the marriage and then get it recognized by their embassies or consulate respectively.

And I think that is what you should do as a tourist.

1. Go to your embassy or consulate and let them know you will be getting married and they might give you requirements and a form to fill, mostly just your passport and visa copy will be something that is needed.

2. Arrange a place for the marriage ceremony following the Covid-19 precautions of not having more than 10 people for a gathering.

3. Invite a pastor, religious leader, or even someone who has the authority to bless a union.

4. Get the marriage certificate authorized or recognized by your embassy.


All that I listed might need time. So a long stay (90 days) tourist visa will be better. But with much preparation beforehand you can still get things done with a 30 days visa too.
