Hello! This is the life-altering decision that requires proper research, and you should not go with what people on forums tell you, BUT starting your immigration to Canada with Toronto is like entering the game on the hardest mode settings. From the cost of living, safety, and job market (especially since you're a French speaker), Quebec looks much more reasonable: and if you mean the province and not the city - Montreal is a vibrant, beautiful location just two hours drive away from Ottawa, which makes hopping across two cultural cities with opportunities and comfortable living easier and keeps your options open.

It also depends on WHERE you're coming from and what sort of lifestyle you have. Personally, I could not stay in Toronto for longer than a couple of days; it felt just overwhelmingly loud and crowded, and it was like the skyscrapers took so much space that you can't see the sky anymore - which sounds weird until you experience it - I didn't even think about it before I visited.
