Hello there,

How could get a debit/credit card issued in USA for Italian citizens or other EU citizens, without a USA residency, without Social Security Number or any history in USA.

Can get a mail address from a real person in USA.

How could get a Social Security Number in this case?

Since a debit card is tied to a financial institution (bank or brokerage firm) you are required to have a social security number.聽 Your best bet is to open up a Schwab Global brokerage account as an Italian citizen.聽 I believe they reimburse debit card transaction fee's all over the world.聽聽
