Police clearance certificate from Liberia for Canadian immigration

Would any of you know the procedure for getting police clearance certificate from Liberia? This is for Canadian immigration purposes. My dad used to work in Monrovia in the 70s. He is an Indian citizen. Tried to contact the embassy in Delhi but couldnt get through at all.聽 Any help on this would be appreciated,
