Advices before treatment travel

Hi all
Since 2008 my son has a heart surgery to solve one of two problems in his heart, now the doctors are thinking to do the second surgery, before that I will try to have other opinion, so I am thinking to travel to a Europe country聽 for example Germany or Italy to do check up for my son, may be they have other opinions. So I am looking to any advice or recommendation from you, such as:
Which Europe country is the best in heart pediatrics?
Any advice before travel?
Any advice on hospitals?
Any advice on accommodation (cheap and good)?
Any other advices could help me?
