I am assuming you are a Filipino.

This sounds like a question that needs to be answered by the Philippine Embassy in the country where you are currently located, not an expat group.

According to the labor laws of GCC countries who normally reciprocate each other's labor and other civil and criminal issues. As long as you have satisfactorily concluded your contract with your employer in Kuwait you can always leave Kuwait for any other employment opportunities. However, as long as your re-entry into Iraq is not subject to obtaining a tourist or other temporary visa. If you can still travel in and out of Kuwait without any additional visa, it would be advisable to visit any GCC countries to negotiate your job related issues and it's advisable that you do this. In case if things do not pan out as you expected you can perhaps always come back to Kuwait provided there's a possibility of new employment contract available in Kuwait.

I mean to say "as long as your entry into Iraq" it should be "as long as your entry into Kuwait". Sorry for the error.

The way I understand his statement is that he is a Filipino with a work contract in Kuwait (expired or about to expire work contract) and he is preparing to work for a new employer in Bahrain...

Although Gulf Cooperation Council (GCC) does provide greater latitude for ease of transactions on political and economic matters among the six member countries - Kuwait and Bahrain included, you should remember that he is a foreigner on a work contract hence he should involve the permission of
the countries involved.

I would seek guidance to the Philippine Embassy and the Consulate or Embassy of Bahrain in Kuwait.
I should get a letter of employment from that entity in Bahrain to be presented as needed to the Consulate of Bahrain. If Bahrain (consulate) then authorizes to go direct to the employer and transact business there - then would I only cross borders as directed.

He should watch out if the contract expired and need a tourist visa to come back in to Kuwait. If the contract is still in force then there should´t be a problem coming back in because of the work visa stamped in his Philippine passport.

He should e-mail the embassies involved for enlightenment.
