As like in any other country there is a legal process involved in starting a business in Sri Lanka.
As you are not an investor ? planning to rent a place and run a Hospitality business.
You need to applier for a Resident Visa, this will allow you to come and go freely.
Tourist visa - you get one month and you can extend that up to three months.
The country is getting stricter and is cracking down on people who come on a tourist visa and do business.
You will need to set up a company and applier for a business licence through the tourist board

Running a business here you are liable in paying income taxes to the Sri Lanka Government.
As for paying taxes in Belgium , if you declare a income in Belgium you will be liable in Belgium , hence there maybe a dual tax treaty, You may want to check that in Belgium first.
