Moving BACK to Norway (EU/EEA citizen) after 3 years

Hi!
I have lived in Norway 2.5 years ago but unfortunately needed to leave my home country in my heart because of my job. I have a German passport and currently live in Thailand.
The plan is to go back to Norway about August next year and because I went through everything before, I pretty much know what to do - but:
- I have a permanent Social Security Number (fødselsnr) from that time. Does anyone know if it's still valid when I come back?
- I was self-employed (sole proprietorship) but closed my business when I left. I can still log in to Altinn and get the notification to send my tax reports (but it's 0) Can it be re-opened?
I couldn't find any information on how it works if you have lived in Norway before.

if you have an FNR (not a DNR or one of the other types of personnummer) it's yours for life.

As for the tax matter, I'd call Skatteetaten directly to ask them.
