Visa applications for Portugal are made at a Portuguese consulate in your home country, or through the VFS site, where such an agreement exists.

Yes, you Must apply in your home country to receive your D7 visa.

The Portuguese consulate's website should provide you with clues.

We would recommend a scouting trip here to look things over, select a place to live, and to secure a Portuese bank account.   You cannot apply for a visa without a year's rental contract or proof of a place to live for a year.  You must also have a Portugese bank account in order to apply. 

We are in the Algarve where there are many expats.  I would recommend attending a meet up group somewhere and make contacts.  Here in Tavira we have an American meet up group.  You would find these remarkably helpful.  Not sure about a Canadian meet up group but it might exist somewhere in the country
