Renewal of my expired license on New Iqama

I have my old driving license with my previous employer (Only Xerox, I possess),which was expired in 2017,i need to renew the DL under my current employer's name,is it possible with the copy of the license?

in addition to that,what is the penalty for the period of elapsed from the expiry,Thanks

I too renewed my old licence with old iqama number to new residence permit... As per my knowledge have to submit the original one....
